The title says it all. I own both a mac with 10.7.4 OS and TI CONNECT (Which does not detect my TI 84) and a PC with Windows XP. I should not have to add that I also want to know how to transfer programs from my computer to my calculator.

What version of TI-Connect do you have? The newest version from TI should detect your 84 - although you have to uninstall the drivers that the system automatically installs for your calc if you connected it before you installed TI Connect. Once you do have TI Connect, it's very easy to send programs to your calc: plug it in, right-click (or context click, however you do it on a Mac) the file, say "Send to TI Device...", and click OK on the window that appears.

If you're interested in Assembly programming, then you would want to use the computer - I know that the DCS SDK supports Mac users. If you're interested in BASIC or Axe, I'd suggest Sourcecoder, which is on this site.
Yeah, for writing them on the computer I suggest SourceCoder which can be found here:

Other than that, Deep Thought is also working on a similar program, IES, found here:

I'm surprised no one has mentioned Tokens IDE for Windows.

Also, the TI-Connect software for Mac doesn't work on 10.8. I think. But it does have a program editor on the Mac.
The download for TokenIDE can be found here:

Thanks for mentioning it, Comic Smile
To repeat and summarize what has already been said:
- TI-Connect 1.6.1 doesn't work on Macs. Try TILP II.
- For on-computer editing, SourceCoder is an online option, and has jsTIfied (an emulator) integrated. Tokens is an excellent offline option.
- There are plenty of great emulators out there.
