TIProgramEditor has stopped working

I'm not a stranger to programming, but recently I downloaded TIProgramEditor. It worked the first time I launched it, but since I've restarted my computer it has ceased to open files or create files. If I try to open a .8xp file I get a "Could not open the file" error. If I try to create a file I get :

To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.

Anyone know what's going on, or if there is another more stable program for creating .8xp programs?

I am not sure but check if you have .net framework. Search in google and you should go to microsoft site. And the version is 2.0 or 3.5...
EDIT: Also TIporgramedit doesn't support some tokens... And it gives error.
