Its just an alphabetical view of the control panel - nothing special or wow worthy. There is a huge list of special shortcuts, they've been around for ages. I used to make my own way back in the early XP days.

The excitement over this makes me wonder if people forgot about Windows 95's tips.txt, which used exactly the same technique to add special folders to the Start Menu.
