I've tried the tasm+devpac8x, but devpac won't run on win 10. I d/l spasm64.exe, but windows refuses to run it. A message the first time and then nothing. How do I get it to run? or what other off-line options are there?

spasm is what most people use these days (what message do you get?). The Doors CS SDK is designed to replace the tasm+devpac combination on modern OSes, but you should also be able to use Spasm.
