It would be cool if there was a way to see the number of reviews a user has made on the
archives users page, as well as to sort by the number of reviews.
This might incentivize people to write more reviews, which would make it easier to help people find programs to download.

I think it's a great idea, but you might also want to check that the reviews are meaningful reviews, because this might incentivize some people to write meaningless reviews just to get to the top of the page. You could also try a rating system (sort of like Google Map's Local Guide Level thing), that way people that want to download a file can see that the reviews are from trustworthy people. Again these are just my ideas.
