I have been meaning to do this for awhile, but how might I go about applying to be granted full building permissions?

There's a bit more to it than that. You have to join the server and read the rules, and members will ask questions and get a feel for the player who wants to join. Known Cemetech members usually get a pass.

So, just join and ask to be graylisted. If someone is around to do it, they will. If not, poke your head in #cemetech-mc and wait for someone who can to be around. 🙂
