What about the Atom newsfeed format? Whose is that?
I have no idea. I've never heard of Atom Newsfeed

you DO realize you just answered your own question? Atom is its own entity. RSS is community based
I got the impression that RSS wasn't an open standard either though...

RSS is 100% open and is NOT maintained at a singular location. There are no RSS versions per se, as anyone can add to it, provided they give the details of implemetations and such
