Portals don't exist. Hence, no problem.

Sounds like something from Stephen Baxter's "The Light of Other Days"
One of the problems here is size of portal and energy required. Another issue that would work in favor of thermodynamics: evaporation.
A. Either the portals are super hot due to necessary energy
B Or Over long enough time period simple evap would leave no water.
