I was wondering if anyone could tell me: On the 84's, is there some sort of chip between the processor and the USB port that manages the data transfer and you communicate with the chip via ports 4C-AF, or does the processor have direct access to the data transfer with ports 4C-AF?

Wiki Ti's info page has some good information. You should also check out USB8x source.

To answer your question, yes, all usb activity is handled by those ports. And it is half and half between the hardware and your code as far as sending and receiving stuff goes.
