Twofold:
One, my download speed drops when it approaches about the max my connection can normally reach.

Two, my webserver times out from time to time.
- excluded mysql_persistent connections. It's set to off.
- semi-excluded router: timeouts stop when apache2 -k restart is done.
- doesn't seem to be as frequent as the other problem, maybe after an hour or two and then later it responds again. doesn't nessecarily timeout when problem one occurs.
