How do you position an html table absolutley? Like left 20 pxls right 56 pxls?

CSS is easier to learn than most programming languages.
Good determination and a good reference is all you need.

As for HTML 4.0, toss in the appropriate DOCTYPE, run it through the
W3C validator, see what breaks, then work out the kinks from there.
