YAY!

oh, about a host that supports php :
Download/Install PWS (Personal Web Server [Windows{check around for a linux equiv.}])
Download/Install PHP on your computer
Start up PWS, and configure your dir.
go to the Main, and click on [Start]. after that, click the link that appears above it, and POOF! your website!

about PHP security, the way I see it (correct if wrong plz!), PHP will not do anything you do not have permission for.
*inserts puppy dog eyes here* (I love GIS Smile)

I Webmin mapped on port 10001 currently, it restarted when I added a subdomain recently, and didn't free up port 10000. Since I haven't felt like researching how to clear the port when nothing is bound to it without rebooting the server, I just mapped it to port 10001 for now.

What exactly do you mean by filezilla keeps going glitchy?
