í´m talking about a TI-84+ SE

if you set the contrast to 9 then you see the text blue

is it possible to "split" the screen that you can have one Pixel white
another blue and the third black ?
It's a good idea. But the contrast setting is hardware-enforced to apply to the whole LCD (almost 100% sure, but hopefully someone else who's read the datasheet can back me up). You'd need a sneaky trick. Try running something that uses grayscale while at that contrast setting. The light grayscale might appear more black than blue. But that's just a guess. Needs experimentation.
In AXE:

-INSERT OTHER CODE HERE
Repeat getKey(15)
Shade(63
Pause 8
Shade(0
End
-REST OF PROGRAM

Beware it will burn in the screen.
