More or less. Competition is king, but you need regulation to keep the playing field level.
Somalia doesn't have a free market. It's ruled by competing rebel governments.
Rebels aren't a government, rebels are what you get when you HAVE NO GOVERNMENT.

More precisely, I think you'd say that rebels are those that oppose the government, and when they win, there is no government. I think ipso facto they become the government if and when they win, however. For example, the Confederacy could have been considered a group of rebels, and had they won the Civil War, they would have ousted the Union government (from their own states, anyway) and installed their own government.
