I'm in favor of the latter, not the former. However I'm also in favor of the most direct forms of democracy possible where everyone's voice may be heard equally, and allowing private funds to silence another's voice is in conflict with this goal.

This would make things much, much worse. What we *need* to do is to have public officials have a good salary and benefits so that it attracts more people to run, not just those with boatloads of money that don't need much in the way of a salary. The president's salary is only $400,000. The people who have the abilities to become president (or other public offices) can make far more money in the private sector - and that is where the real talent usually ends up.
