I review or at least rate whenever I dl something.
maybe a lowest-program-that-was-uploaded-that-week rating. That would limit some of the crap that comes in, and since people like Kerm don't upload very often, it won't hurt them.

or, even better, set it up so that all files with a low rating level should have to be reviewed by a special committee...
Or, have it so that if X people complain that a program is crappy, they can submit a request to the archivers to ask Y random people from a group of known competent programmers (the Basic Elite, maybe), who in turn deicde the outcome.

they could adopt the newgrounds system, but they seriously don't have the user base to make it work right and it's really complicated. Their system is explained in detail at.

Also, keep in mind that ticalc.org doesn't care about quality. They want Quantity. When's the last time you saw a news item saying their archive has X amount of files/transfers/GB vs how many quality games they have? They always let the other sites handle the quality stuff, it's just that none of them seem to be stable to stay around. Ti-Files and calc.org dealed mostly in quality over quanity, and both of them are either gone or practically gone.

Also there would need to be some protections out there for older stuff. I know most if not all of my programs would get creamed by today's standards, and would get voted down simply because other programs advanced beyond them over 5-10 years.
Exactly, there should be a formula, something like:

quality = (ratings*age*downloads)/(yesterday's max rating)
would give a 0-1 score.
How does age improve quality?!? And what do you mean by yesterday's max rating?
I added that to ensure that no rating went >1. I could use some kind of logarithmic function on age, so that much older programs have a lower threshold for higher quality.
or say, any program that is made by a will known author is not affected (bieng if you really get know, you should be making good things), should be left alone
Right, but we need some way of evaluating well-known authors, hence the age thing.
Josh Frisby is well-known. So is Sweet Awesome. I don't want the system that is supposed to be preventing their kind of crap from getting in to end up protecting them.
Well-knownness=.0001(how long in years they've had an account*number of progs uploaded*downloads for P7D
the .0001 is just to keep the numbers relatively small, since without it you'd have pople with well-knowness indices in 6 figures, which would be hard to handle.
