BTW elf you can make Office 2007 have that set up too at least on windows. Its in the advanced settings, the problem is that with mutli window setups is that more space is waist ed by window decorations leaving less room for the documents.
The main issue I find with Mac OS X's setup is that the menus are so far from the document unless its maximized. When the menu/toolbars in in the window there is less mouse movement required which is a huge plus IMO.
Also as Kllrnohj said Backwards compatibility is needed in such a popular OS, or they would lose consumers to other OS's. But hey, I'm not complaining, being able to play my favorite games on vista Rocks!
