Recently, I picked up Team Fortress 2 and Garry's mod from the online store. These games were unable to run on my computer, I seemed to have a particularly slow connection speed.

I decided to attempt to get a refund for my games, and posted a question on their help center. I revised it, 15 minutes later, saying it was no longer necessary because I just discovered the agreement which I "agreed" to offering no refund from the online store.

I had only payed 20 dollars, so what the Surprised Surprised Surprised Surprised , right? Maybe one day I'll be able to play them, and I can access them any time. 2 days later, however, I received this email:

This, for some reason, set off all kinds of warning bells. Could I trust this? Are they trying to rip me off? It doesn't really matter, I suppose, since I won't take advantage of it. But I was curious, what do you guys think? Feel free to check the original question at that hyperlink if you must.

EDIT: edited out the F-Bomb, not 100% sure it's allowed here.

I wouldn't trust it, because it is licensed to you not sold. You would most likely would have a problem if they where ripping you off, by making you purchase more software. However, if you would like to give the software back, it would most likely go under the category of being licensed to you, but not installed. You are basically being charged for the right to use the software, you didn't buy the software. So, unfortunately, you might bring up that you have not used or installed the software. If you can keep a digital copy of the website, and they made this promise, then they would have to keep up with their side of the bargain. Unless, of course, that isn't the people who run the site or program.
