Only actions like spell casting and battling may too much calculation to be affordable in a linear system; everyone else waiting for damage to be taken and sprites drawn before getting to move themselves. The characters in the middle of performing an action would have to wait for everyone else to move before they could continue.
It makes sense that the things that should happen to everyone should be done linearly, but I think special actions should get thier own thread.

Yeah, we can do a static array. Just limit the max number of units (the real one had a limit on number of objects anyway).
