There is a universal idea of what alpha and beta test phases are for, in alpha all technology is present (the engine and such) and content (images, sounds, etc) needs to added, in beta it's pretty much complete but needs to have compatibilty and bugs tested.

Anyway, you can't add a lot of functionality in the final phases of the project, so no that's not why it's still beta.

google don't seem to think so, they have been adding functions to their Gmail ever since beta testing was started.

edit: And microsoft neither, because they usually send out tons of bug repairs through windows update.

Guess why people often say windows is still in beta. Because beta is the phase focused mostly on fixing bugs. And we all know windows has plenty of those to go around.

Would you say gmail now is drastically different from gmail 2 months ago? I wouldn't, all the core functionality has remained the same. Also a website is rather different from an x86 OS.

They're not going to make Longhorn much better than it is now, because it's release is in what? 2 months? Shadowing and JBirk didn't see how it is much better than XP and I don't expect that to change before release, so I refuse to see Longhorn still being in beta as a way of making it much better than XP. They'll change the software package that comes with it a bit and fix bugs, nothing more.
