Im new and need Idea's. I would like to get a TI-83 plus calculator to interface with a RS-232 device that normaly hooks up to a computer, because I have a cool volt meter that you can interface with a PC through the com port and basicly have an osilliscope on your computer and I would like the calculator to graph the frequencys.

Give me some Ideas.

There's really good chip that does exactly what you're looking for. Maxim Corp builds a 16-pin chip called the MAX232A. This one has 2 TTL->RS232 channels and 2 RS232->TLL channels. There's also a charge pump feature that will automatically boost the output voltages for you, so you can power off it 5 volts and still get the +/- 18 volt outputs you need. The max data rate is around 200kbps (way faster than the TI link). If you can't get the MAX232A, you could try Sipex Corporation's SP232A.

From http://www.fer.nu/chipdir/giicm/max232a.txt

Code:
MAX232, MAX232A
5V RS232 transceiver.
To operate, connect two capacitors to the C1 and C2 pins, one between
the V- and GND, and one between V+ and GND.  For the MAX232, capacitors
should be 10uF, for the MAX232A 100nF is enough.

      +----------+
  C1+ |1  +--+ 16| VCC
   V+ |2       15| GND
  C1- |3       14| T1out
  C2+ |4  MAX  13| R1in
  C2- |5  232  12| R1out
   V- |6       11| T1in
T2out |7       10| T2in
 R2in |8        9| R2out
