Feasible, yes. Expensive, very. If they made a non-LED version, with just solar panels, it would still be massively expensive, but perhaps it could generate enough electricity to be logical. However, people don't realize that solar cells degrade over time, and that solar cells become less powerful with the degradation of the material over the solar cell. As you drive over this surface, it will become abraded, scratched, and dirty, and it will gradually generate less and less power.
