Windows 7 allows you to set a login background with a quick registry modification. Here's mine.
I'm pretty sure ALL versions of Windows let you do that.

Its missing the conky config from my laptop and the random section of garbage in the top right is off screen as my monitors are not the same size. The panels are also set to auto-hide and the backgrounds are rotated every 30min and I have a folder of over 900 that it cycles through

Love the theme, very spiffy! I'm less thrilled about the taskbar being on the top of the screen, though; I think that would probably bother me.
