We'd only need to burn fuel down here if we're still relying on burning things for power. If we built more of these we wouldn't need to worry so much about fossil fuels...

"burning x" is a common metaphor and doesn't always refer to exothermic oxidation. Any process by which we convert potential energy into kinetic energy is also going to create waste heat.

True, but it doesn't need to create waste carbon and other pollutants...

No one said it did. I was talking about physical energy consumption requirements, not environmental consequences thereof (which are a whole different issue).
