In TOB, you can't make both Skin color and Arms & Croth skin-able because of of 3D rendering or something like that. Is this solved on the newer engine of FB?
More like you couldn't do this because they weren't designed in that way.
We plan on doing this with the new LDraw player model.

Exactly this; the model didn't have provisions for it. A fix is already on the way, as CyberPrime said.
As far as I knew, a quick solution was already in-place involving dynamic coloring and re-texturing of specified textures. Am I wrong?

You may be right, I'm not sure, but I'd imagine that that's probably a quick-and-dirty hack that's at best nonoptimal and at worst a consumer of a datablock or three.
