DipTrace currently offers a free non-profit version of their package (featuring a PCB layout and schematic editor) that's limited to 250 pins and two layers.
If you are using DipTrace for non-profit work (as I imagine most of us would be) they are currently running an offer where you can contact them at
support@diptrace.com and request a free upgrade. This will get you a non-profit version of the Lite edition; that's 500 pins and two layers.
Interesting, but what makes this software package better than Eagle or ExpressPCB on the free end? And Orcad, Protel, etc. for the upper end of the price scale?
Eagle's free version has a maximum board size of 100x80mm. I personally prefer DipTrace's UI to ExpressPCB/ExpressSCH, especially as it has a much larger standard component library.
Edit: as for Orcad or Protel: I've never heard of them, let alone used them, so can't pass judgement.

I was also going to ask about Eagle, as that's my primary PCB CAD software atm.
