I have a ti nspire cx II and i cant link it to my laptop

My nspire is a school edition and i got it from a thrift store yesterday. the preveos person deleted the os and when i turn it on it says "operating system not found. install operating system now." i cant get it to conect to my laptop and when it does it gives me a driver error "Windows has stopped this device because it has reported problems. (Code 43)" "A request for the USB device descriptor failed.. "i have a dell xps 13 and i have no problems conecting me ce and c silver edition. i want to use my nspire with ndless so any help is apreceated. I contacted ti cares.
what app are you using to connect to it

my lapotop cant even figure out the drivers
