With DecBot's transition off of IRC, I wanted to preserve the auto-op functionality. To that end, I created "Decopolis", an IRC auto-opper bot, based off DecBot codebase. Host masks for whom to op are placed in the ini file, which can be reloaded on the fly. It's built on C# and should run fine in windows or linux dockers. The IRC library used has some struggles on linux when built with .net 8, so if you're running Linux, you may want to move to .net 5.
