my CE just crashed, and I accidentally hit clear, so all storage has been erased. It has been on a screen that says "Waiting... Please install OS now. Press clear to erase all storage". When I try connecting it to webTILP, it instantly says "Connection failed" as soon as I try the connection. https://github.com/LateAlways/ti-connect-ce-browser is also blocked on my school computer, and I cannot install TI Connect CE on my chromebook, so I am currently softlocked. For reference, I was playing a game on Famicalc when it happened.

Do you have a family member or friend who owns a Mac or Windows device with USB A support? If so, ask to borrow that device. If you have a library near you, they may allow you to use a desktop computer to send the OS to your calculator. I would ask before installing any software on a computer that doesn't belong to you, though. I do hate that they removed TI-Connect CE support on chromebooks. Good luck!

Also, why would a school block that?
I wish I knew why my schools content filter did that, but I do have a windows/linux PC at home. I am only saying this because I am hoping to fix this before the end of the day.

If your school has a computer room, try to go there. Sometimes, the library will also have a computer or two. Do you have a test at the end of the day? In my experience, high school/college teachers are very lenient, and most have a calculator or two that students have left behind in their room. If you can't fix it by the end of the day and need it for something like a test, ask if a teacher has a backup. Here's the other thing I want to say. When I was in high school, I would always carry around two calculators just in case this happened. Your mycalcs says you have 10 IIRC, so it shouldn't be that hard to have an extra layer of protection going forward.
And Download the .b84 file, then change it's file extension to .zip, then using the tool I sent you send over all the files.
Sadly, ticonnectce.latealways.dev is blocked. I will try to fix the issue and give a report later. Thanks for all of your suggestions.
I'm in school right now, so I'm not sure if I can just leave and walk home. Sorry if it wasn't apparent that I wasn't at school (I figured sites being blocked would be enough, I guess not?)
If you are impatient, you can just use a proxy filtering bypass such as endis to access the website.
Edit: disregard this first paragraph. I didn't see you already cleared all memory.
Try pressing and holding the reset button on the back of the calculator for at least two seconds. Then turn the calculator off or let it turn itself off. Sometimes it will boot back into the OS.
If it doesn't, then your options are to find a real computer, or use the mini USB to mini USB cable to install the OS from another calculator. Just pay attention to what version you'll be updating to. Be aware the calculator will refuse an OS version that's lower than the version previously installed.

Good news! I have fixed my problem! I downloaded the 5.4 OS from tiplanet, and just connected my calc, and sent the OS. I have no idea why it crashed, but there is one thing to note: I accidentally pressed "clear" as soon as the calc crashed, which wiped the mem clean. Once again, thank you for all of the help!
Note that I was able to send an OS with WebTILP while the 84+CE was at the boot menu and it worked just fine (you have to cancel the dialog asking if you want to to a dirlist first, but whatever), so I guess your issue was something else.

At worst, this is 'not recommended by Texas Instruments' or 'not allowed on some tests'. This is not breaking any laws in any way...
