Cemetech (here) is from the US ; TI-Planet (where critor and I are originally from and where CerMastr is hosted) is French. But you can speak in English on both anyway.

It's used for editing the hex values of the calculator I could be mistaken.
Viewing and Editing the certificate which, in this case, tells the OS whether it has Python or not based on a certain field and its value (and position)
It's discouraged to use CerMastr without using a specific tutorial for it.

I've emulated a calculator exactly in your calculator state and could successfuly unlock the Python features.
During the following steps, if the displayed fields differ in any way from what we're showing, please immediately exit the program by typing
[clear] and ask for help here.
There is still a risk of damaging your calculator more than what it already is.

- Launch CERMASTR - the fields must look exactly like this :
- type [window] to insert a new field at the start
- type [left] to select the field size
- type [+] to increase the field size by 1
- type [left] to select the field id
- type [4] [3] to set the field id to 0x43 (Python field)
- type [trace] to set the Python field value to 0x50 / "P" (Python chip enabled)
- type [window] to insert a new field at the start
- type [left] [left] to select the field id
- type [3] [3] to set the field id to 0x33 (main field)
- type [right] to select the field size
- type [+] to incorporate the Python field into the main field
- if the fields look exactly like what is shown on the above last capture, type [y=] to reflash the certificate
- and now, Python should work

And how to send my .py files from computer to the calculator?I readed on the forum this - "Using TI Connect™ CE to Convert Python Programs", but i using Kali Linux , and only TILP app, how i can convert .py files to .8xv files on my system?

No. The Python environment on the calculator is quite limited, you can basically only run pure Python modules or modules specifically designed for the calculator. That means that popular libraries like numpy and matplotlib are unavailable.

Older CERMASTR versions weren't showing the end 0xFFF field.
Did the newer CERMASTR show you this directly the first time you used it ?
Then it means something was wrong with the end of the certificate too, and you did right, you just fixed it.

And... why did you do that when you weren't told to? Generally, you should avoid making changes to the certificate before you're confident what you're doing is necessary. In this case it may have been OK but mistakes can happen... (although cermastr makes it a bit hard to make some but still)

Do you hove somes likes 'library' of python programms for this calculator to download?

To addition, in python app on first app start python freezes and when try to off calculator python just adds 2 lines on shell and one exit is to reset RAM clicking back button
try to reinstall the OS and the python app, maybe?
