I'm fluent in c++ and have decent programming experience under my belt. Is there a book or a manual or something that can help me get started programming for the ti84pce in c/c++?
There's not really a manual available, but there are plenty of examples as well as a wiki in the toolchain repo.
Currently, C is much better supported compared to C++ - if you want to use C++, you'll need the LLVM branch of the toolchain, as well as ez80-clang, neither of which have been officially released yet.
