I have been doing research on the I/O port on the Ti-84+ and have not found what I am looking for. I assume that it is a simple duplex UART or something similar, but I have not been able to find any information on the protocol. Namely: the baud rate, and which connector (tip, ring, or sleeve) is Tx, Rx, Gnd.

There's no TX/RX pins, a 1 or 0 is signaled based on which pin (tip or ring) goes low first. It's sent as fast as the calculator can handle, which comes out somewhere around 9600bps (I forget the exact number but it's probably slower than this). There's really no minimum speed, the maximum is based on how fast the calculator reads the I/O port.
