How about having an animated favicon that scrolls ti-freakware?
Sure, that's doable... (I think?) To tell you the truth, I don't really have much experience with animated favorites icons before, only animated icons/cursors.
Use GIF Movie Gear. You can make/edit/open GIFs and some other format animated images. You can use it to convert your gif as an animated .ico file (or whatever the format for the animated favicon is)

Actually, I would probably just make a multilayer GIMP image and save as gif - each layer gets converted to a frame.
