I noticed that in a lot of programs, they have a bunch of hex code right at the beginning. I know that this is use for an image displayed right next to (in Cesium) the program name. One such program that exhibits this is Atomas.

How do I create such an image?
Use the C SDK. Images are easily added. If you have an assembly program, just look at the first few lines of pacman.asm or something for reference.

For basic programs, use the https://www.cemetech.net/programs/index.php?mode=file&path=/84pcse/basic/programs/dcs8ic.zip
You can also use tokens to turn a more high quality image into the dcs code.
