Town owners will be responsible for setting up rails between towns they want to exist. IF someone wants to be completely isolated, that's up to them. But it will take the efforts of 2 people to build rails going in both directions to link towns up, as that would only be fair. And we're not going to be in creative mode doing that, it has to be built/gathered up for in survival.
