In order to remove a third-party bot as well as make it so we don't have to manually mark Discord users as "Active", I've created a new bot: Trackinator.
Trackinator assigns the "Active" role to users if they speak or react to a message, and un-assigns the role if they haven't done that after a certain timeout period. Additionally, it logs message edits and deletes to a logging channel so the moderator team can keep track (this replaces functionality we rely on Arcane for).
