Calling all with skill in PCB-making (or at least making a Gerber file that I can have fabricated).
NOTE: Willing to pay for templating if needed.

Context:
I have a Rise Gardens family garden (the older white one), one of the sides of my grow light assembly is dead. I disassembled the board and it appears it is a PCB with the following specs:

Dimensions: 10"x29"
Wattage: 24W
Red LED: 660 nm, 2.15v, 250mmA.
Blue LED: 450 nm, 3v/l 20A, view angle: 130 deg.
White LED: 4000k, 3.1 v 60mA
Connector USB-C at upper right corner of board (when lights facing down)
Dimmable
I don't think it uses PD, but i have a multimeter coming to test it out.

Is this something someone is able to produce a template file for...or at least can explain to me how to produce a template file for, because I've never touched PCB stuff myself.

Just a photo probably isn't enough to create a clone of that board. The LEDs just appear to be in 22 series groups oriented horizontally in your photo, but there also seems to be some power supply near each of the ports that's underneath some kind of goop (presumably to protect it from humidity? But then they didn't protect the rest of the board which seems to have suffered quite a lot of water damage?).

That's also a very large board, which wouldn't be cheap to have made in small quantities. You're probably looking at total cost of about US$60 each plus shipping with minimum order quantity of 5 for boards of that size.
Yea, the board did get a fair amount of water damage (whether from spillage or from plant contact, I'm not sure) and I think that's what killed it. Also one of the LEDs fell off, which is another issue.

I don't mind spending some money to get it done. I'm also open to more cost-effective alternatives. Obviously in an ideal world it would be something i can just drop-in replace for this board (or both boards for the level), but just getting a 4000K grow light with the same light composition and sitting it on a timer or smart plug might be easier.

Of course there's also the option of just getting an extension from a marketplace like FB or ebay, which sells for ~$200 and nabbing the lights from it.
