I am wondering if there is a offline version of source coder 3, or a way to run it offline. I greatly enjoy the features of source coder 3, and want to take them with me on the go, and possibly modify it to add some functionality.

I guess what I am asking is:
Is there any way to download source coder 3?
Is Source Coder 3 open source?

Thank you!
Closest thing would be the TI-Connect software, it has an editor built in with it.
TokenIDE is a great alternative for editing programs specifically.
You could probably download the html file from the website while you're on it
There's no offline version of SourceCoder, but TokenIDE is indeed a great offline alternative for at least a program editor (and you could pair that with your favorite emulator, or even jsTIfied loaded in a tab), for testing.

Nope, it relies on server-side components.
Any good code editor + CEmu never fails. If you have clangd or some C language server with it, it makes the extra effort so much more worth it. Personally I use VSCodium for my code editor, which is an un-Microsoft'ed Visual Studio Code. I often use Neovim too, though, and it works just as well if not even better.

Of course, if you're not programming a CE (as I was for a few months), any good code editor + TilEm never fails either. Doesn't quite have a debugger that's as good, but it served me well enough to replace jsTIfied—not to imply that jsTIfied isn't perfectly serviceable, either.

On a slightly unrelated note, I do think a browser-based program editor & emulator for TI-83/84 that can work entirely offline and run solely on the client's computer would be a worthwhile undertaking considering the best option available is only server-based (which I was unaware of until now!). Rust compiling into WASM is very capable, with the added benefit of producing a perfectly serviceable standalone desktop application as well, so it's an idea I'm willing to try out in the future.
