Compiling error: Header not allowed in freestanding mode

Attempting to compile Upsilon for Prizm (https://www-fourier.univ-grenoble-alpes.fr/~parisse/numworks/upsilon.tar.bz2) but it complains about headers not allowed in freestanding mode. Anybody know how to fix this? I installed SDK using gitea for reference.
