Making a TI-83 Plus RPG?

I have no prior experience and I have a ti 83 plus I would like to make a rpg game top down rpg could someone help me?

Start with TI-Basic first. Here's one resource for programming: http://tibasicdev.wikidot.com/starter-kit
Begin with the first link and work your way through.
