I know there is the TI Connect and TI Connect CE but
Is there an app for my android phone to upload flash apps or basic apps to and
then via using a cable, transfer them to the TI Nspire CX CAS II?

Sorry Stefos, There isn't any application that allows you to transfer programs on mobile.
I dunno if webUSB works on mobile, but you could try using nlink:

Pretty sure that's the only potential option.

I don't see how Nlink would install on my phone in order to upload a Basic or Flash app to my phone and then to my CX CAS.
Can you help me understand how to do this?

You don't install it. Just click "open on the web" (should be the first option) and see if it tells you your device is compatible or not.
