I want to create a graphical program for the computer.
So what are good GUI libraries to use that are not too difficult? Are there any?
And if possible one that is also accessible for screenreaders.

Does anyone know something?
Will this be on any particular OS, or cross platform?

Visual Studio or one of the many Visual C# IDE's (like SharpDevelop, MonoDevelop etc) will enable you to easily make Windows GUI programs.

Then there is GTK+ which is cross platform: https://www.gtk.org
For me language doesn't really matter, though I don't want it in Python.
And It should be cross-platform preferably.
Yeah, I could probably look at GTK+, if that is accessible for screenreaders.
And if it is easy to create a drag/drop element.
