Whenever I successfully a program in ICE, it says that I am missing a library called "ICEDEBUG", which is available at https://tiny.cc/clibs. However, the file is not there, and I am wondering if anybody knows where I could download it from.

You must be using a debug command. You have to compile it from the source code.
I compiled it a while back and it's still the latest version, so here: https://srv-file10.gofile.io/download/K5enfg/ICEDEBUG.8xv
Download that and send it to your calculator and you are good to go. You may not want to use debug commands in a release version of a program though.

Something I would like to point out (that others would probably have eventually pointed out anyway) is that ICE is no longer supported, so it's not 100% guaranteed that things will continue to work properly when using it or running ICE games and programs. It can be a very nice stepping stone towards C but it's possible that as an ICE program your audience could be reduced and that you might have an harder time getting help.

For an ICE game or software release I would heavily recommend releasing your source code once ready, so that in a few years other people can fix small issues the game might eventually have as the C libraries get updated.
