I would like to create a shell for the TI-84 Plus CE. I am kind of dissatisfied with the current shells, like Cesium, because none of them have folder support (gets kind of untidy once you've installed a bunch of programs) I also liked Doors CSE's interface (too bad that it was never released for the CE) If anyone could tell me the basics to a hard project like this, I would appreciate it.
@MateoConLechuga wrote cesium and might be able to help or check with Kerm (probably busy :( )
you might be able to do it in C

is this written in ICE? * you can ask anyone * if so you can ask P_T, Lax18, me, and beckadam. for help or if you don't understand something.
I also heard that beckadam has a box system it's just like a folder system.

Cesium with folders is not ever going to happen. Not because it's not possible, but mainly mateo doesn't want to implement it. Folders in DoorsCSE and such were made using a part of the calc's memory previously unused, but in the CE is used. To make a new folder system would take time, which most people don't have a lot of.
Making your own shell is a good idea, but you should practice with whatever language you plan on doing it in before attempting to make the shell.

What part of memory? And no wonder why Doors CSE 9 isn't released to the public.
