Is there a drawing program that rotates sprites by specific degrees? I am tired of simple 90 degree rotations.
What language are you looking for? There is probably an assortment on TiCalc or someplace else.
There are libraries available in DoorsCS that enable TI-BASIC developers access to ASM functions and speed. I suggest you take a look at the DCSBasic & Third Party Libraries. I can't guarantee you'll find what you require but it's a start.

I assume your talking about on the calculator?
Gimp and Photoshop can rotate, skew, and distort without constraint. For a specified angle, they should both be able to do that as well.
Yes, I'm talking Calc. I am requesting one in/for Axe or BASIC.
