Yes, that's provided by GCC. If I'm remembering correctly, it also provides floating-point emulation (though I haven't personally tried it).
Yes, it provides perfectly-functional software floats that I use throughout Graph3DP, although sadly, not in Obliterate, for which I wrote a fixed-point library.
