I stumbled upon this very informative article on "True" RMS after wondering what "AC+DC" was referring to on a multimeter datasheet: http://enginova.com/true_rms_volts.htm
I was under the impression that they would filter out any DC component (that is, DC bias) before measuring the RMS potential. I'm surprised and disappointed to hear that that's not the case.

That seems to be exactly what they do, and that's where the problem lies. The multimeter ends up measuring an AC-coupled signal, and not the one you input, producing an erroneous measurement if your signal has a DC bias.
