CALCnet doesn't say it works as dialup. You're confusing Ben's explanation of Telnet83 with my notes about CALCnet. 
There's possible future progress of CALCnet to link it into the Internet, but for now it's functional only for local-area networks. I'm working on documenting that and making sure it's stable before I expand into my work with globalCALCnet (gCn), the internet-connected part of the project.

So CALCnet2.x is just ("just"! Ha! Eight years of sporadic work btw) a networking protocol that lets any calculator talk to lots of other calculators. For example, I demonstrated using a bunch of calcs as a huge coordinated display with NetPong. The logical extension of course is to connect CALCnet2.x networks over the internet, and then to the internet to deliver content from the internet to CALCnet-connected devices. With CALCnet2.x, in-network local chatting is possible. With gCn, out-of-network global chatting will be possible, as a concrete example.
