So you're saying they simply got bored of having to sign all the apps.
Community apps, at least. AFAIK, commercial TI-68k FlashApp producers still had a way to ask TI to sign their stuff.
Originally, you had to pay for the SDK ($99 for the "Educational" version, if I recall correctly) in order to have apps signed. This would also get you a signing key and certificate that you could use to install apps on your own calculator. (Mine was number 35F04.)

At some point, yeah, they probably did get bored of all the bookkeeping - they released the TI-83 Plus signing key at around the same time they gave up on selling commercial apps (for the z80 series at least.) They never did release the TI-73 app signing key, though.
