Well after some experimentation I think I've created what I think is the smallest way to make pics.
This creates the pics.

What's the deal with that long string of junk? Is that the subset of 1-byte commands used as the compression tokens to build the string?

Well if you look at the little comment it says its any 1-byte command its just used as a compression technique.

Mhmm, at first I thought it was assembly rendered by SourceCoder (which tends to look like that mess) but then with the help of your comment I figured out what was going on.
